BRUSSELS — NATO chief Jens Stoltenberg will propose a $100 billion, five-year fund for Ukraine when alliance foreign ministers meet on Wednesday, two diplomats told POLITICO.

The financial package will be part of a broader initiative to incentivize allies to support Kyiv, as a $60 billion U.S. military aid package is stalled in Congress.

One idea is for the alliance’s 32 members to contribute to the $100 billion fund in the same proportion as they finance NATO’s shared budget — which is based on their Gross National Income.

It also comes as NATO allies are discussing ways for the alliance to gradually take over a U.S.-led multinational group that coordinates the shipment of weapons to Ukraine, as POLITICO reported.

NATO countries are hoping to finalize the details of these proposals by the NATO leaders’ summit in Washington in July, according to the diplomats.
