EU and partners showcase the potential of the Global Green Bond Initiative to accelerate private investments in sustainable infrastructure

On the margins of the 81st United Nations General Assembly, Commissioner for International Partnerships Jozef Síkela, President of the European Investment Bank Nadia Calviño, representatives of the GGBI fund public investors, together with Heads of State and Government of partner countries, have met to showcase the potential for the Global Green Bond Initiative (GGBI), a key EU initiative to strengthen green finance and help mobilise private investment in partner countries. 

A flagship initiative under the EU’s Global Gateway strategy, the GGBI aims to mobilise up to €20 billion in private capital for large-scale sustainable infrastructure projects in partner countries, while supporting the development of strong and sustainable green bond markets. It is a Team Europe initiative, gathering IFIs, DFIs, international experts and the largest EU asset manager Amundi to harness the potential of green bond markets in EU’s partner countries. 

The initiative is already moving at full speed from design to implementation. Through its technical assistance, GGBI is already helping prepare a pipeline of high-quality green bond issuances in fifteen partner countries around the world. Further issuances are expected in the short to medium term in other partner countries receiving GGBI support across Latin America and the Caribbean, Sub-Saharan Africa, Asia-Pacific and the EU neighbourhood countries.

The GGBI Fund has started operations in the summer of 2026. It is expected to reach close to €3 billion with up to €2 billion private capital from European and international investors and close to €1 billion in equity committed by public investors – the GGBI consortium of European development finance institutions led by the European Investment Bank, alongside the European Bank for Reconstruction and Development, and development banks from Spain, Italy, the Netherlands, Germany and France, as well as the Government of the Grand Duchy of Luxembourg, implemented via LuxDev, and  the Green Climate Fund. The European Commission is providing credit protection to the consortium through its European Fund for Sustainable Development Plus (EFSD+) Guarantee. The fund is managed by Amundi, the largest European asset manager.

The Global Green Bond Initiative

The GGBI has three complementary pillars:

  • The GGBI Fund which mobilises private capital at scale towards sustainable investments in developing countries through green bonds;
  • A comprehensive Technical Assistance programme which supports issuers in partner countries in issuing green bonds and attract investors, while sharing the EU expertise; and
  • The Green Coupon Subsidy Facility which will help reduce borrowing costs for issuers facing particularly prohibitive interest rates, under specific circumstances. 

The GGBI consortium is led by the European Investment Bank and consists of the Spanish Agency for International Development Cooperation (AECID), the Italian Development Bank Cassa Depositi e Prestiti (CDP), the European Bank for Reconstruction and Development (EBRD), the Dutch Entrepreneurial Development Bank (FMO), the German Development Bank (KfW), the French DFI Proparco.
